Scope The standardisation of the eSIM (or soft SIM) to facilitate Over The Air switching is currently being considered by GSMA and ETSI TC SCP and there are also non-standardised solutions already available on the market. The aim of this work is to study the implications following the use of eSIM in changing the electronic communications service provider (ESP) in these scenarios and to provide guidance on resolving the issues identified report.

Progress Report - Drafting continuing at web meeting and physical meetings of PT NPS
- Due to ongoing discussions with GSMA, Transnexus, CFCA andITU-T Study Group 2 it has been decided to postpone public consultationuntil November 2017.
- At its 15th meeting in Bucharest (21-23 November2017), WG NaN adopted for public consultation Draft ECC Report 274 on “Regulatory Analysis of Over-The-Air Provisioning of E.212 and E.118 Resources includingits impact on Number Portability”
 - During the preconsultation phase, one administration objected to proceeding to the public consultation. In accordance with the ECC Rules of Procedure and Working Methods, the issue was referred back to the working group.
 - PT NPS met in Brussels on 21-22 February 2016. The concerns of the objecting administration were considered and a revised draft was submitted to WG NaN for approval for public consultation.
 - At its 16th meeting in Reykjavik, WG NaN approved draft ECC Report 274 for public consultation.
 - Report adopted at the 17th meeting of WG NaN in Sofia Bulgaria on 27-29 November 2018
