Scope	To identify up to date aeronautical regulations defining the HIRF protection levels of aircraft that maintain aeronautical safety. To assist SE40 in its work on the revision of ECC Report 66. To study consequently the implied modifications on existing ECC Decisions dealing with exemption of individual licensing for C-, Ku-, Ka-band satellite terminals. To assist administrations using the HIRF regulations and methodology established by airworthiness bodies for coordinated earth stations. Develop a new ECC Recommendation on “Guidance and method of calculating HIRF level from high e.i.r.p. fixed Earth Station located outside of the wedge shaped area of an airport or helipad”

Progress Report	WG FM (May 2018) agreed to task Project Team FM44 to develop a new ECC Recommendation on “Guidance and method of calculating HIRF level from high e.i.r.p. fixed Earth Station located outside of the wedge shaped area of an airport or helipad” WG FM (May 2018)) agreed that thefollowing ECC Decisions need to be revised following ECC Report 272 (HIRFprotection of aircraft from earth stations: ECC/DEC/(17)04, ECC/DEC/(15)04, ECC/DEC/(13)01,ECC/DEC/(06)03, ECC/DEC/(06)02, ECC/DEC/(05)11, ECC/DEC/(05)10, ECC/DEC/(05)09,ECC/DEC/(05)01, ECC/DEC/(03)04. WG FM (September 2018): Following results of ECC Report 272 which provides maximum earth station e.i.r.p. levels to ensure compliance with aircraft High Intensity Radiated Field (HIRF) protection criteria, WG FM approved the following eight draft revised ECC Decisions for public consultation: ECC Decision (03)04, ECC Decision(05)01, ECC Decision (05)09,ECC Decision (05)10, ECC Decision (05)11, ECC Decision (06)03, ECC Decision (15)04, and ECC Decision(17)04. ECC#49 (October 2018) approved the revised ECC Decision (13)01 on the harmonised use,free circulation and exemption from individual licensing of Earth Stations On Mobile Platforms (ESOMPs) within the frequency bands 17.3-20.2 GHz and 27.5-30.0 GHz for publication. Note that ECC/DEC/(06)02 is considered for possible withdrawal in 2019. Target Date amended by WGFM June 2019 (Minutes Annex 5) Target Date amended by 96th WGFM to October 2020 ECC/REC/(20)02 published by WGFM #97 in October 2020. WGFM agreed the WI should be closed.
