Scope

It is planned that this ECC Report would provide a summary of the current situation for free space (capacity)in the cable ducts in CEPT countries. The Report would also provide definitions and options of mathematical calculations for defining and calculating free space in cable ducts for pulling and blowing alternative operators’ cables. The objective of the report would be to provide guidance or a harmonised approach to deal with disputes where infrastructure owners prohibit access by claiming alack of capacity.

Progress Report
Questionnaire circulated in June 2018 to inform work.

Reponses to questionnaire reviewed by PT TRIS in Vilnius (4-5 September 2018) and agreement reached to prepare first draft of report.

NaN4 discussed the draft report section-by-section and developed an initial set of conclusions at its 20th meeting 17-18 September 2019.

The 21st NaN4 meeting scheduled for April 2020 was cancelled.

WG NaN#22 at its meeting on 18-20 May 2021 agreed to close NaN4. As part of this process, this work item was transferred to NaN2.

NaN2 picked up work on the draft report at its meeting on 22-23 March 2022. The latest version from NaN4 was reviewed, and various tasks were assigned to progress this work item in advance of the next NaN2 meeting (21-22 June 2022). The current aim is to have a draft ready for approval for public consultation by the November plenary of WG NaN (22-24 November 2022).

NaN2#34 (25-26 October 2022) finalised the work on the draft report and agreed to submit it to the 25th plenary of WG NaN (22-24 November 2022) for approval for public consultation.

WG NaN#25 at its plenary meeting on 22-24 November 2022 did not agree to start the public consultation and the draft report was sent back to NaN2 for further work. The draft report will be discussed again at the NaN2#35 meeting scheduled for 1-3 March 2023.

NaN2#35 (1-2 March 2023) reviewed the draft report. Final review of the draft report will take place at NaN2 #36 (31 May - 01 June 2023) before submitting it to the WG NaN plenary (20-22 June 2023) for approval for public consultation.

NaN2#36 finalised the draft report and endorsed it for public consultation by the next WG NaN plenary (20-22 June 2023).

WG NaN#26 (20-22 June 2023) endorsed the draft report for public consultation. The pre-consultations with CEPT administrations will start on 3 July 2023 and end on 17 July 2023 (two weeks). Provided no objections are received, the public consultations will start on 18 July 2023 and end on 22 September 2023 (ten weeks). 

NaN2 resolved the comments on the draft report at its 37th full meeting held on 24-25 October 2023. Draft submitted to the 27th plenary meeting of WG NaN for final adoption.

Adopted at WG NaN #27 held on 28-30 November 2023.
