Subject Harmonised technical conditions for the shared use of the 3.8-4.2 GHz frequency band by terrestrial wireless broadband systems providing local-area (i.e. low/medium power) network connectivity (Task 2 of the EC mandate)

Scope

Subject to the sharing solutions and the results of Task 1, as appropriate, develop a harmonised frequency arrangement as well as the least restrictive harmonised technical conditions for the shared use of the 3.8-4.2 GHz frequency band by terrestrial wireless broadband systems providing local-area connectivity (i.e. low/medium power). These harmonised technical conditions shall avoid interference, protect relevant incumbent uses within the band and in adjacent bands, and facilitate cross-border coordination.

Based on the results of sharing studies within the3.8-4.2 GHz frequency band and coexistence studies with uses in adjacent bands, provide, where necessary, guidance on appropriate receiver characteristics for radio equipment as part of the harmonised technical conditions or/and recommend to ETSI to consider the results of those studies when developing relevant harmonised standards.

Comments

Protection and future evolution and development of incumbent users, such as earth stations and fixed links

The necessary coexistence studies with applications in adjacent bands, such as MFCN in 3.4-3.8 GHz and radioaltimeters in 4.2-4.4 GHz will be carried out by PT1 and taken into account by WG FM.

PT1 to perform sharing studies and to assist in defining the harmonised technical conditions, possibly a BEM.

Meetings of PT1 and FM60 on this topic should take place in the same week and at the same location

Work Item was formerly known as FM_56.  WG FM #103 in October 2022 created FM60 to develop the response to the EU Mandate.  WG FM #103 tasked the ECO to amend the WI from FM_56 to FM60_01.

ECC #61 amended the Target Date to November 2024.

PC date amended to align with the ECC #64 being held in June 2024.
