ECC Report To derive a methodology for protection criteria for FS except long term SE19_49

To derive a general methodology for “short term” criteria for Fixed service and evaluate the relationship between "long term" and "shortterm" protection criteria and FDP (Fractional Degradation of Performance).

The report should provide general guidance / methodology on how to derive appropriate “short term” protection criteria for FS for any sharing and compatibility studies involving FS.

This report is expected to include following;

  • Evaluation of generic objective in absence of detailed information on power distribution of the interferer.
  • Demonstration of the application of this methodology by giving some examples for “short term”criteria for different FS bands.
  • Evaluation of the impact of different parameters (e.g. ATPC, rain or multipath fading,error performance and availability objectives) on “short term” criteria and FDP.

ECC Report Representative FS parameters for sharing and compatibility studies
To collect up to date technical FS parameters from CEPT countries and compile thereof a set of representative technical FS parameters for each FS band to be used in sharing and compatibility studies.

Parameters should be delivered to ITU-R WP5C as representative technical parameters to be considered for inclusion in ITU-R F. series deliverables (e.g. REC ITU-R F.758 and F.2086)

ECC Report Evaluation of the usage of Adaptive Coding and Modulation (ACM) mechanism in fixed links in CEPT and of the impact of interference on that mechanism as well as the resulting challenges for FS operation. SE19_43

Evaluation of the usage of Adaptive Coding and Modulation (ACM) mechanism in fixed links in CEPT. This includes the reference modulation and the impact of time varying interference either continuous or of pulse/ burst nature, on Adaptive Coding and Modulation (ACM) mechanism and resulting challenges for the operation of FS. This report is expected to include information on the following elements 

General aspects
  • Description of the ACM principle 
  • Performances of ACM, e.g time of reaction and thresholds (based on the propagation physics and on data from manufacturers)
  • Strategy of implementation for ACM in relation with/without ATPC (based on data from manufacturers)
  • Use of ACM for fixed links in CEPT administrations
  • Reference modulation(s) in the list of modulations, relation with NFM / FM and planning operations
  • Impact of interference (either continuous or pulse/ burst nature) on Band and Carrier Aggregation (BCA) systems with ACM
  • Impact of interference (either continuous or pulse/ burst nature) on ACM performance
  • Impact of propagation effects in the different FS frequency bands on ACM 
  • Impact of the findings on WI43 and WI47
  • Impact within a network and on third party links of considering protection levels up to ACM modulation versus the reference modulation only
  • Operator's needs in terms of ACM links usage and performance in the network and impact on their network if ACM proper operation cannot be relied
  • Mitigation techniques
