To derive a general methodology for “short term” criteria for Fixed service and evaluate the relationship between "long term" and "shortterm" protection criteria and FDP (Fractional Degradation of Performance).

The report should provide general guidance / methodology on how to derive appropriate “short term” protection criteria for FS for any sharing and compatibility studies involving FS.
This report is expected to include following;
- Evaluation of generic objective in absence of detailed information on power distribution of the interferer.
- Demonstration of the application of this methodology by giving some examples for “short term”criteria for different FS bands.
- Evaluation of the impact of different parameters (e.g. ATPC, rain or multipath fading,error performance and availability objectives) on “short term” criteria and FDP.

To collect up to date technical FS parameters from CEPT countries and compile thereof a set of representative technical FS parameters for each FS band to be used in sharing and compatibility studies.

The data should be collected by questionnaire developed SE19 and launched by WG SE
Parameters should be delivered to ITU-R WP5C as representative technical parameters to be considered for inclusion in ITU-R F. series deliverables (e.g. REC ITU-R F.758 and F.2086)
The ECC Report may be updated on an appropriate regular basis.
