ECC Report To consider the doubling of maximum channel width for some selected FS bands in the range from 11 to 38 GHz (11 GHz, 18 GHz, 28 GHz, 23GHz, 32 GHz, 38 GHz).

To address the interest for wider channels asa viable solution for the future to meet the increasing demand for capacity, asexpressed by number of administrations. (See ECC Report 173)

SE19 will consider an additional ECC Report in addition to the approved revised recommendations.

S: 27-04-2018
T: 30-09-2020

To note that some of the bands are currently under study for possible 5G access under WRC-19 AI 1.13

Revision of ECC Recommendations 12-06, 12-03, (01)02, 13-02 and 12-01 are published.

ECC Report Guidelines on how to plan Bands and Channels (Carriers) Aggregation (BCA) Fixed Service Links
Develop guidelines for the proper planning of BCA FS links to meet the 5G backhaul needs in terms of network capacity. Aspects connected to link budget, e.g. the different  payload availability of the link and the use of dual band antennas have to be considered.
S: 25-01-2019
T: 30-09-2020
See document SE19(17)11 (SE19#76, Berlin) for a brief description of the Bands and Channels (Carriers) Aggregation (BCA) concept.
Bands likely to be considered for band aggregation are:15 GHz, 18 GHz, 23 GHz with 70/80 GHz

Other Considerations of FS use within CEPT administrations towards introduction of 5G in the 26 GHz band.
The questionnaire concern the possible future options regarding the FS currently in the 26 GHz band due to future usage of this band by 5G.
The purpose of the questionnaire is to provide a comprehensive overview on the spectrum strategy for the FS currently in the 26 GHz band envisaged by the CEPT countries.

S: 25-01-2019
T: 30-09-2020
The answers to the questionnaire should provide an overview of future plans for the FS use within CEPT administrations e.g. spectrum reorganization, migration, coordination etc..
The work of ECC PT1 (WI11) on draft Report on Guidance to administrations for Coexistence between 5G and Fixed Links in the 26 GHz ("Toolbox") will be taken into account, as appropriate

ECC Report To derive a methodology for protection criteria for FS except long term

To derive a general methodology for “short term” criteria for Fixed service and evaluate the relationship between "long term" and "shortterm" protection criteria and FDP (Fractional Degradation of Performance).

S: 02-10-2019
T: 30-09-2021

The report should provide general guidance / methodology on how to derive appropriate “short term” protection criteria for FS for any sharing and compatibility studies involving FS.

This report is expected to include following;

  • Evaluation of generic objective in absence of detailed information on power distribution of the interferer.
  • Demonstration of the application of this methodology by giving some examples for “short term”criteria for different FS bands.
  • Evaluation of the impact of different parameters (e.g. ATPC, rain or multipath fading, error performance and availability objectives) on “short term” criteria and FDP.

ECC Report New microwave PMP technologies based on active antennas for 5G backhaul above 26GHz

To assess the technical feasibility of a new microwave transport network PMP system based on active antennas, beamforming and interference cancellation techniques.

To evaluate coordination as well as aspects of planning with existing FS including suitable frequency bands / approaches for these new PMP systems in the bands already allocated to the FS above 26 GHz.

S: 02-10-2019
T: 31-05-2021

The rationale for this newsystem is to fulfil specific 5G transport network requirements allowing an improved spectral efficiency in terms of much higher frequency reuse.

As the 26 GHz band is the pioneer band for 5G in the CEPT countries, it will not be under consideration for this WI.

No mobile users will be consideredunder this WI.

SE19 will ensure consistency with the ECC 5G roadmap.
