To further study OOB emissions from Very Low Power (VLP) WAS/RLAN devices operating in the band 5945–6425 MHz to protect CBTC systems that operate in the band 5915-5935 MHz

This further study should investigate interference scenarios from Very Low Power (VLP) WAS/RLAN 6 GHz devices to CBTC. It could address the different types of CBTC networks that are currently operated across the band 5915–5935 MHz as well as possible future CBTC systems.
The initial work should focus on the definition of agreed procedures and assumptions for field measurements as well as their specifications and planning. This could be complemented by further studies taking into account the results of measurements, the transmission patterns of VLP devices (e.g. activity factors, mitigation techniques), CBTC network planning, and the combined impact with respect to sharing and OOB emission levels.
This work will need to be closely supervised by administrations sponsoring the measurement campaigns and should involve witness testing by representatives from CBTC and WAS/RLAN industry.
Note: ECC regulatory framework for WAS/RLAN OOB emission limit below 5935 MHz needs to be completed by 31st December 2024.

Study possible technical conditions under which Wireless Access Systems including Radio Local Area Networks(WAS/RLAN) could operate and coexist with existing services in the 6425-7125MHz band.

Studies should address:

  • technical and operational characteristics of LPI and VLP WAS/RLAN in the 6425-7125 MHz band;
  • sharing and compatibility issues between LPI and VLP WAS/RLAN and incumbent services in the 6425-7125 MHz band;

No regulatory measures shall be taken under this WI.

WRC-23 agenda item1.2 calls to study the band 6425-7125 MHz for IMT. The work in preparation forWRC-23 agenda item 1.2 will run independently from the work conducted under this work item here. The work under this work item here is neither a decision for the introduction of WAS/RLAN in the 6425-7125 MHz band, nor a prejudice toa future ECP on WRC-23 agenda item 1.2.

Study technical conditions to enable the possible implementation of a dynamic spectrum access coordination function for WAS/RLANs in the 5945-6425 MHz frequency band, beyond what is permitted under ECC Decision (20)01. The work should cover the possible use of WAS/RLAN equipment in a range of power levels up to 4 W e.i.r.p. and should consider the protection requirements of incumbent services in the 5945-6425 MHz frequency band (FS, FSS) and in adjacent bands (RAS, CBTC, Road ITS). The analysis should consider the aggregate effects of this additional terrestrial use along with the protection requirements of FSS uplink.

This work should be based on the conclusions of ECC Report 302 as a starting point. The technical studies should aim to clarify suitable protection criteria, propagation models, necessary information on stations of incumbent services to be protected that is required in order to determine suitable conditions that could be applied to make spectrum available locally for WAS/RLAN applications, up to 4 W e.i.r.p.

The work should also consider the technical characteristics of current equipment up to 4 W e.i.r.p. used in other Regions outside Europe and their applicability.
