Evaluation of the usage of Adaptive Coding and Modulation (ACM) mechanism in fixed links in CEPT. This includes the reference modulation and the impact of time varying interference either continuous or of pulse/ burst nature, on Adaptive Coding and Modulation (ACM) mechanism and resulting challenges for the operation of FS. This report is expected to include information on the following elements 

General aspects
  • Description of the ACM principle 
  • Performances of ACM, e.g time of reaction and thresholds (based on the propagation physics and on data from manufacturers)
  • Strategy of implementation for ACM in relation with/without ATPC (based on data from manufacturers)
  • Use of ACM for fixed links in CEPT administrations
  • Reference modulation(s) in the list of modulations, relation with NFM / FM and planning operations

To collect and review measurements in particular for 5G BS and UE measurements.

To review as appropriate, the existing parameters with up to date measurements if available and to complete with additional systems if possible

To investigate how measurements of unwanted emissions should be taken into account in sharing and compatibility studies.

To investigate deriving emission masks or statistical distributions (e.g. in both cases based on measurements representing typical performance of equipment) for use in sharing and compatibility studies. Also to investigate the applicability for sharing and compatibility studies for wideband systems of the frequency separation between the centre frequency and the spurious boundary as specified in ERC Recommendation 74-01. These updates should take Recommendation ITU-R SM.1541 and Appendix 3 of the RRs into account and may take Recommendations ITU-R SM.328-11, SM.329-13 and SM.1539-2 into account.  

A new ECC Report, in addition to ECC Report 249, may be required to address the various investigations in order to keep ECC Report 249 focused on measurement consolidation.

The result of this work item should be considered when determining whether a revision of ECC Rec (19)02 is required.

Noting that the ECC Report 249 was updated during the 90th WG SE meeting in January 2022, the WI would continue to address 5G AAS measurements while keeping the available material as the baseline for the further work.

SE21 would also consider how the revision history of the ECC Report 249 could be addressed.

ECC Report Measurement methodologies for 5G AAS in the field
Develop techniques and methodologies to determine or estimate TRP (with equivalent measurement metrics) by field measurements for both in-band and unwanted emissions (out of band domain and spurious domain) of 5G AAS. In order to facilitate checking compliance with national regulations and performing interference investigations.

Develop techniques and methodologies for measurement of 5G AAS in the field for the following:
1) In band signal evaluation (power limits, BEM)
2) Evaluation of unwanted emissions in the Out of band domain 
3) Evaluation of unwanted emissions in the spurious domain 
To determine TRP or find a method to estimate TRP with other measurement metrics.
The determination of the TRP should also be used to evaluate the compliance with existing regulations (e.g. ERC REC. 74-01).

Laboratory measurements of 5G AAS as discussed in other groups (such as ECC PT1 or ITU-R WP5D) could be used for comparison / verification of the proposed methods of 5G AAS measurements in the field. It is noted that the expertise on 5G AAS modelling in within ECC PT1. It is recognized that additional a priori information on 5G AAS e.g. details of the antenna (e.g patterns)  are needed to develop or apply specific types of  methodologies for field measurements.
The TRP measurement techniques / methodologies may be evaluated compared with existing 5G AAS information and models. 

WI to be done in cooperation with ECC PT1 and ECC FM22. There may also be relevant work in ITU-R WP 5F and ITU-R WP 1C. It is noted that the deliverables for in-band and unwanted would be split into two.

ECC Report 345, “In-band measurement methodologies for 5G AAS base stations in the field” was published 7 October 2022 and fulfils objective 1 (In band signal evaluation).

Rev. ECC Recommendation Revision of the ERC REC 74-01 SE21_22
To review and as necessary update ERC Recommendation 74-01 ‘Unwanted emissions in the spurious domain’.  The review and update should also consider the material in the expected updated ECC Report 249, the ERC/REC 74-01 Live List, and other relevant sources.

To revise ERC/REC 74-01 “Unwanted emissions in the spurious domain” by reviewing the existing limits of the unwanted emissions in the spurious domain for the different services and types of equipment and by proposing new material, if needed.

ERC/REC 74-01 would exclude Wireless Power Transmission (WPT) in its future revision.

The revision of ERC/REC 74-01 has to consider the generic aspects of spurious emissions issues and in close cooperation with ETSI.

The content of ERC/REC 74-01 Live List submissions after agreement by SE21 would be considered for the revision of ERC/REC 74-01, like the proposals provided in contributions.

The previous revision of ERC/REC 74-01 was published in 2021 and there was an editorial correction in May 2022.

The first studies focused on Wireless Power Transmission (WPT) systems for Electric Vehicles (EV) operating in the frequency band 79 - 90 kHz. 

The impact of unwanted emissions from WPT-EV on radiocommunication services will be considered at the second step of studies.

The study will cover the impact of unwanted emissions from WPT-EV systems/devices on Radiocommunication services/systems operating in the 79-90 kHz band. 

ECC Report 289 on WPT-EV operating in the 79-90 kHz band has been published in 2019. 

An addendum to ECC Report 289 is to be developed to cover the impact of unwanted emissions from WPT-EV systems/devices on Radiocommunication services/systems.
